RISK ANALYSIS
Risk analysis is a key element in the development of a modern border management system. The Moldovan and Ukrainian Border Guard and Customs Services are making the difficult transition to become service orientated civilian organisations. The reforms planned by all services include the development of risk analysis structures. Risk analysis provides an open and transparent process within the rule of law that allows for proportionate and justifiable responses to identified and known risks to the border. It also allows the management of the services to deploy its resources (human, technical, and financial) in a more efficient and effective manner. This means that the available resources are deployed against those areas where there is a proven and justifiable reason for greater scrutiny. Thus legitimate trade and travellers can cross the border with less inconvenience and delay whilst the risks (and therefore the potential costs) to organised criminal gangs are increased as resources start to focus more on them.
An effective risk analysis system allows the services to select targets for deep search rather than checking everything as the latter method spreads limited resources too thinly and slows processing time at the border. In today’s globalised world effective risk analysis is vital for keeping pace with the criminals who make use of the border to carry out illegal activities. EUBAM’s aim is to help share the experience and lessons of EU Member States in a process that has developed over the last 20 years and continues to develop every day, changing to meet the ever more sophisticated challenges posed by international organised crime and terrorism, while ensuring that legitimate and law-abiding travellers and cargo can cross the border with minimum delay and inconvenience.
