EUBAM Enhances Moldovan Border Police Expertise in Document Security and Second-Line Control

EUBAM facilitated a four-day training on second-line checks and document fraud detection for 13 officers of the General Border Police Inspectorate of the Republic of Moldova. The activity took place from 14 to 17 October 2025 at the Regional Directorate South in Cahul.

Delivered by experts from the Document Examination and Forensics Unit of the Iasi and Timisoara Border Police Territorial Inspectorates of Romania, the training aimed to enhance participants’ practical skills in document examination, fraud detection, and second-line verification procedures.

The programme combined theoretical and hands-on sessions and addressed international standards for security documents and technical substrates, printing and personalization techniques, and additional security features and their verification. Participants also explored the specifics of identity and travel documents, the verification of accompanying vehicle documents, and methods for detecting manipulated cars. The training included extensive practical exercises on identifying forged and counterfeit documents, as well as joint sessions with Moldovan Border Police officers on document verification in second-line control.

Organized under EUBAM’s capacity-building component, this initiative contributes to reinforcing the professional competencies of the Moldovan Border Police and fostering closer inter-agency and international cooperation in combating document fraud and enhancing border security in line with EU standards.
