On 20 October 2025, the Interagency Regional Analytical Group (IRAG) in Odesa region convened in Chisinau, gathering representatives of the Ukrainian State Border Guard Service, State Customs Service, and National Police, alongside EUBAM experts. The meeting focused on strengthening strategic planning and coordination among Ukrainian law enforcement bodies. Participants analysed organizational, legal, and operational drivers of smuggling and economic offences, with particular attention to illicit trafficking in excise goods, firearms, and explosives. Discussions also explored IRAG’s future strategic direction and the opportunities for deepened interagency cooperation.
The following day, 21 October 2025, EUBAM hosted a Working Meeting of the Joint Risk Assessment Groups in a trilateral Ukraine – Republic of Moldova – Romania format, aimed at advancing regional cooperation and intelligence sharing among law enforcement, border, customs, and intelligence agencies of the three neighbouring states. Participants presented national threat assessments in key areas such as human trafficking, arms trafficking, goods and cash smuggling, and drug trafficking. The interactive session provided a platform to review national risk analysis methodologies, share tools and profiling techniques, and discuss common challenges.
The meetings underlined the importance of coordinated risk reporting, enhanced cross-border information exchange, and sustained cooperation to detect and respond swiftly to evolving security threats. By fostering joint analysis and operational alignment, EUBAM continues to support partner services in strengthening regional stability and integrated border management.
