Project to which the consultancy is contributing: European Union Border Assistance Mission to Moldova and Ukraine
Background: In June 2005, the Presidents of Moldova and Ukraine sent a joint letter to the EU requesting assistance for enhanced border management capacities, including the development of an international standard of border and customs control at the state border of the Republic of Moldova and Ukraine. The EU responded positively to this request and an EU Border Assistance Mission to Moldova and Ukraine was established, based on a tripartite Memorandum of Understanding (MoU) signed on 7 October 2005 by the European Commission, the Republic of Moldova and Ukraine. The initial duration of EUBAM was 2 years, until November 2007. Its mandate has been extended most recently until 30 November 2015. Suggestions to amend the MoU are under discussion. IOM is the European Commission’s implementing partner for the two-year EUBAM Phase 10 (1 December 2013 – 30 November 2015).
General Functions: The Deputy Head of Mission works under the overall supervision and with delegated authority of the Head of Mission. He/she contributes to day-to-day management and coordination to the implementation of EUBAM activities at Headquarters and field locations. S/he leads and supervises the work of the Border Management Modernisation Support Section, Technical Support to Transnistrian Settlement Section, Operational Support Section, Coordination Desk, Training Cell and Resource Management as well as the Office Chisinau and Field Offices. The Deputy Head of Mission assumes overall responsibility for EUBAM in the absence of the Head of Mission.
