      Organizational Context: 

       

      The EU Border Assistance Mission (EUBAM) to Moldova and Ukraine was established, based on a tripartite Memorandum of Understanding signed on 7 October 2005 by the European Commission, the Republic of Moldova and Ukraine, with IOM as the EU’s implementing partner. The mandate of EUBAM runs through until 30 November 2015.

       

      The Mission is a technical assistance and advisory body which is charged with assisting partner agencies in the Republic of Moldova and in Ukraine to enhance cross border and customs management capabilities, to approximate the standards of cross border agencies to those of the EU, and to enhance implementation of the rule of law whilst facilitating legitimate cross border trade in goods and the unhindered movement of legitimate cross border travellers.

       

      Main objectives of the assignment/scope of work:

      The consultant will assist the EUBAM Mission to identify the methodological possibilities to finalise the demarcation process at the common border, evaluate operational issues on the demarcation process and on possibilities of governmental mobilisation. The consultant will give recommendations to the parties on demarcation of the state borders in respect of bridges and dams.

       

      In working with members of the Working Group on elaboration of the final documentation on demarcation and the heads of the Joint Commission the consultant will reflect on strengthening cost-effective and efficient operational capacity aligned with experience in the EU and internationally.

       

      The consultant will help to bring added value to the process to finalise the demarcation process between the countries.

      Logistics and Timing:

      The assignment locations will be Kyiv, Ukraine; and Chisinau, Moldova.

       

      The assignment shall commence no later than 17 August 2015 and conclude prior to 11 September 2015 utilising a maximum period of ten (10) days

       

      The consultant will be attached to the EUBAM Border Management Modernisation Office (BMMO) under the supervision of the Team Leader/ Border Management Development Advisor.

       

      Fieldwork and stakeholder consultations will be conducted in Kyiv, Ukraine at the Ukrainian State Service of Ukraine on Geodesy, Cartography and Cadaster and in Chisinau, Moldova at the State Agency for Land Relations and Cadastre in Moldova and at other relevant locations, as may be required. Where necessary and subject to prior arrangement the consultant will have access to EUBAM deployed transportation, and translation / interpreter resources.

       

      The consultant will work closely with relevant personnel from the Ukrainian Ministry of Foreign Affairs and EU Integration, the State Service of Ukraine on Geodesy, Cartography and Cadaster and their relevant contractors and in the Republic of Moldova with representatives of the Border Police and the State Agency for Land Relations and Cadastre and their relevant contractors.

      • Where we work?

        The Mission is headquartered in Odesa, Ukraine and in addition, has two country offices (Chisinau, Moldova and Odesa, Ukraine) and key working locations on the border.

        The Moldovan-Ukrainian state border is 1222 km long, of which 955 km is the “green” (land) border, and 267 km is the “blue” (river) border.

        There are over 60 official crossing points on the Moldovan-Ukrainian border, including international, interstate and local ones, part of which are located on the Administrative Line.

        The length of the Administrative Line between the two banks of the river Nistru is 411 km. There are 10 Internal Customs Control Posts, where representatives of the Customs Service of the Republic of Moldova work with the Ministry of Internal Affairs representatives.
