Organizational Context: The EU Border Assistance Mission (EUBAM) to Moldova and Ukraine was established, based on a tripartite Memorandum of Understanding (MoU) signed on 7 October 2005 by the European Commission, the Republic of Moldova and Ukraine, with IOM as the EU’s implementing partner. The mandate of EUBAM runs through 30 November 2015.
The Mission is a technical assistance and advisory body that aims at enhancing the border and customs management capacities of the Republic of Moldova and Ukraine, approximate the standards of the border and law enforcement authorities to those of the EU and to enhance the implementation of the rule of law.
Main objectives of the assignment/scope of work:
The Team Leader / Operational Support Advisor manages activities of the Operational Support Section and works under the supervision of the Deputy Head of Mission. S/he ensures sustainability of the implementation of services and products related to the activities of the section, by managing the drafting of procedures / manuals by his/her experts among others on issues like common border security assessment reports, joint border control operations, joint permanent working groups, based on EU standards.
S/he works closely with various Moldovan and Ukrainian and international partners.
S/he works closely with the partner services to train and enhance their knowledge and skills in analytical and law enforcement matters and with the EUBAM experts to ensure that their work with the partner services in the analytical and operational (law enforcement) field meets the highest quality standards. S/he acts as advisor and is responsible to provide advice and practical support to partner services on law enforcement issues at operational level. S/he coordinates and guides the work of a team of international experts and national personnel.

-Assist Moldovan and Ukrainian authorities in combating cross-border crime more efficiently;
-Act as a catalyst and bring together key stakeholders to strengthen cross-border cooperation between the border authorities and law enforcement agencies;
-Contribute to the peaceful settlement of the Transnistrian conflict.

Where we work?
The Mission is headquartered in Odesa, Ukraine and in addition, has two country offices (Chisinau, Moldova and Odesa, Ukraine) and key working locations on the border.
The Moldovan-Ukrainian state border is 1222 km long, of which 955 km is the “green” (land) border, and 267 km is the “blue” (river) border.
There are over 60 official crossing points on the Moldovan-Ukrainian border, including international, interstate and local ones, part of which are located on the Administrative Line.
The length of the Administrative Line between the two banks of the river Nistru is 411 km. There are 10 Internal Customs Control Posts, where representatives of the Customs Service of the Republic of Moldova work with the Ministry of Internal Affairs representatives.
